Public sector funding programmes

Public funding bodies work under conditions that off-the-shelf software rarely covers: multilingual calls, external expert reviews, formal eligibility criteria and a decision that must be justified to politicians and supervisory bodies — sometimes years later.

In practice this usually runs on a PDF form, a shared drive and an Excel sheet holding the reviewers' scores. That works until a decision is challenged or the person who maintained it moves on.
